  Which plugin i have to install for Forum and how?

  Sorry, plugins are not allowed on blogs at wordpress.COM for security reasons. Plugins are for self-hosted blogs using the software from wordpress.ORG.

  What you will have to do is host the forum on another site and then link to it from your wordpress.COM blog. There are several places that offer them for free, but some of them will put ads on them to help pay for the free services.
