Which pricing plan lets you install third party themes?

I saw some posts from 2017 on the forum claiming that you needed a business plan to install custom/third party wordpress themes. Is that still the case? Or do any of the cheaper plans let you install your own wordpress theme?

The theme I want to install is this:

Which plan(s) would let me do that?

While those forum posts from 2017 were accurate at the time, WordPress.com has since updated its structure, and you now need the Business plan (or the higher-tier Commerce plan) to install third-party themes like Fictioneer. The cheaper Starter and Explorer plans remain restricted to the curated WordPress.com theme library and do not support the “Upload Theme” feature or the use of external plugins required by many advanced themes. Because Fictioneer is a highly specialized third-party theme, it requires the custom hosting environment and plugin-enabled platform that only becomes available at the Business level. By upgrading to the Business plan for your site, maidstory.wordpress.com, you will gain the ability to upload the .zip file for Fictioneer and access the necessary tools to manage its unique features.

The above info is out of date. Upgrading from free to a Personal plan will work fine.
