Which theme for blog plus adsense

I am a blogger on blogspot and I thought to switch to custom domain here on wordpress but i am confused now. I have basic plan. I have following questions if someone can help to answer.
1) Is wordpress.org a sister site of wordpress.com and can we use downloaded pluggings from wordpress.org on wordpress.com website?
2) I have selected a theme “twenty sixteen” for my website/blog. Later I will be using adsense ad units, but I don’t know if with this theme I will be able to put a adsense banner at the top (above header) of my blog posts. how I can do this with this theme, or if you can tell me any other theme that supports this?
3) Can I edit the code/HTML of the theme just like I can do on blogger.com?

The only advertising program at WordPress.com is called WordAds and it’s for blogs on their own domains that have enough traffic to qualify for acceptance into the plan.

For the ability to add third party advertising to a site you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.
