  That theme is an in-house theme written by WSJ/Dow Jones in-house.

  Also, the only themes we can use here at wordpress.com are the ones listed under design > themes in your dashboard. We cannot upload themes.

  If you are not talking about your blog hosted here at wordpress.com, then I would suggest just looking at all the theme websites that are around to find one that looks similar.
