We do have some themes that have post sliders. A few have auto-advancing post sliders. None allow for programming timing.
Sight is a free theme a featured post slider that does auto-advance and so does Modularity Lite but you cannot control the frequency of display. http://theme.wordpress.com/themes/sight/

P.S. My experience of having an auto-advancing post slider on my WordPress.ORG install that did have a timed scrolling featured posts is that few visitors ever used it. The same scenario presented here at WordPress.COM when I used themes that had featured post sliders that did auto-advance and did not auto-advance. Very few visitors clicked the links.
