In several themes (e. g. structure Theme) there are the “leave a comment link” even if comments are disabled
This looks unprofessional / irritating to the user
I don’t want to discuss wheter it is a good idea to deactivate the comment. As WordPress becomes more and more suited to host a normal website, too (e.g. pages and custom menu feature) and it is possible to deactivate comments, there should be no “Leave a comment” Links if comments are deactivated.

There is no “issue” from the wordpress.com point of view. Blogs are for communication purposes and websites are for one-way noticeboard posting.
(1) Blogs provide for inline commenting as they are aimed at engaging readers in discussion – websites don’t;
(2) Blogs have RSS feeds so subscribers can be immediately updated following publication of new posts – websites don’t;
(3) Blogs have Google juice and PageRanks – websites don’t .wordpress.com is a blogging platform. and they provide free hosting for free blogs. In addition a CSS editing upgrade has been provided. If you are considering purchasing the upgrade, you can go to Appearance > Edit CSS. There wordpress has provided a preview function where you can try before you buy.
