Who do known wordpress.com users have to log on to leave a comment?

We have a blog with the following “Discussion” settings:
– “Comment author must fill out name and email” is ticked
– “users must be registered and logged in to comment” is NOT ticked…
– “show a follow comments” and “show a follow blog” options are tickedSo there are two cases:
– either the person leaving a comment has an email address which is NOT linked to a wordpress.com account, then he/she can leave a comment by just filling in name and email address.
– OR the commenter fills in an email address which is registered at wordpress.com, so he/she is prompted for a password. They can not leave a comment any other way (apart from using another email address)My questions:
1/ is this observation correct? There is NO way I can avoid forcing anyone to log in when they have a wordpress.com known email address?
2/ this does not make much sense.. Many people “once upon a time” registered on wordpress.com and forgot the password. Why would I have to force known users to log in, if anyone else who has never been registered, have to log in (even if they don’t ask to subscribe to the blog or follow comments?Peter
