Why am I forced to crop a header that is within requied size?

I am trying to edit my blog to include a custom header. I am saving the image as a .png file with transparency. When I upload it, I am prompted to crop an image that is 400×133. I have cropped the image as requested and one it completes this action, the image has a black background and and is blown up very large and is unusable. Can you please tell me what the issue is? The theme that I am using is Pilcrow and the custom header cannot be larger than 990×257.

To avoid resizing the header image, prepare the image in advance according to the exact dimensions. Images that use the preset dimensions for the header will be shown as-is.
You’ll find the theme’s specs in its page on the Theme Showcase:
The custom header dimensions are 770 by 200 for two-column and 990 by 257 for wide layouts.
