Why am I paying for my personal domain?

Hi I have a domain from godaddy that I have paid for. but WP asks me to pay $17 a year to map my private domain? why is that or have I got this wrong?

If you would like to use it here on WordPress.com all you need to do is “map” your existing domain to your site. You will need an upgraded WordPress.com plan on your site in order to map a domain. To add domain mapping , follow the next steps:
1- Go to the Domains page, select your site, and choose the Add Domain option.
2- Click the Upgrade button next to “Already own a domain?”
3-Enter the domain you’d like to map and click the blue Add button
4-Complete the checkout process for the domain mapping and WordPress.com plan (if you didn’t have a plan already).For more information, read the following guide: https://en.support.wordpress.com/map-existing-domain/

As @assadaboultaif mentioned, mapping a domain you already own requires an upgrade plan. You can learn about all the available plans here https://wordpress.com/plans
If you wish to use the Personal plan, add that to your cart and pay for it first before trying to map your domain, otherwise the plan will default to the Premium plan.
