Why are people being made to login to comment?

Why are people being made to login to comment, when I have not ticked the “Users must be registered and logged in to comment” box under “Other comment settings”. This should be my decision.

The new (ish) WordPress commenting procedure offers three ways to comment:
1. Log in using your WordPress or Gravatar account, or;
2. Log in using your Facebook / Twitter account, or;
3. Use the generic comment form, with or without an email address.From what I see on your blog, people who do not have a WordPress / Twitter / Facebook account (or want to use them to comment) are being asked for an email address, a name and a URL — which is optional.
The email address they leave cannot be one associated with a WordPress or Gravatar account — it can be, literally, anything else. Including fake. Ditto for the name, it can be an Internet pseudonym or their real name.
