Why are SEO optimization factors not showing up when I am preparing a post?

When I am trying to post, the importan SEO optimization factors, such as TAGLINE, LINKS, META DESCRIPTION, META KEYWORDS, etc are not showing up at the bottom of the form and therefore I cannot fill out these questions. Why are they not there and how do I get them to appear?

Those forms will not appear on WordPress.com. I believe you’re thinking of WordPress.org, which offers some of those features when using a specific theme or SEO plugin. The difference between WordPress.com and WordPress.org are broken down here:
