Why are some wordpress feeds forwarded from http to https and others aren't?

I have just noticed that the feed URL ofor one of my blogs (elkement.wordpress.com/feed) is forwarded from a HTTP to a HTTPS URL while for another blog (punktwissen.wordpress.com/feed) it is just an HTTP URL (no forwarding).
Is this an intermittent state and what is the final configuration?
Background: I am troubleshooting an issue with an XML parser for these feeds I use to show the latest postings for these two blogs on other websites of mine. Now I have noticed the parser stopped working for the elkement blog (forwarded to HTTPS) but not for the punktwissen blog. Before I try to fix that parser I would like to know how the intended final configuration of the feeds’ URLs.

In the meantime I have found out that it is definitely the enforcement of HTTPS for that feed that is breaking my parser. I am adding the reference for anybody else struggling with the same issue: http://support.microsoft.com/kb/304420/en-us
So I really would need to know if HTTPS will be enforced for all feeds in the future or if this is just a temporary configuration. I’d also be interested in the reason for encrypting the feed for specific blogs only).

OK – I have found a workaround. Described here:

We are in the process of migrating all of our sites to https. With millions of sites, it isn’t an instant process. But in the not too distant future, they will all be https.
