Why are there ads on my site? Can availing Personal Plan help me remove the ads? My worpress website should be an agency website of a government office in the Philippines.. Please help us get rid of this ads….

Yes, as you mentioned, upgrading to the Personal plan would remove the ads from your site.

I have a next question. Sorry but i am not yet familiar with various plans although I have read each description each. My question is.
1. If we upgrade to personal plan, our current URL which is https://bjmpzcj.wordpress.com can become http://www.bjmpzcj.com?
2. In personal plan, can place marquee html in the page? Because in free plan, i could not really put moving or running text.
3. In personal plan, can we not add plug-ins?

Yes, if you upgrade to one of the paid plans, you can get a custom domain. And it looks like bjmpzcj.com is available!

No, the marquee HTML tag is not supported. You can see a list of HTML tags allowed on WordPress.com here: https://en.support.wordpress.com/code/#html-tags
3. In personal plan, can we not add plug-ins?
Installing plug-ins is only allowed under the Business Plan.

I realized one more thing. With the custom domain, your URL would actually be:
https://bjmpzcj.com (without the “www”)
WordPress.com does not support having “www” in URLs. This is the same for all sites on WordPress.com and is done to make it easier for search engines to find your site.
