Why are there TWO different dashboards for same WP.com sites?

Have I tried to use this platform to create Websites at a time of it straddling two different dashboards?
There’s https://workingwithlocalmedia.wordpress.com/wp-admin/index.php
And: https://wordpress.com/menus/workingwithlocalmedia.wordpress.com
One with familiar black top and left side, other not, both seeming to allow similar but NOT the same actions.
Am I missing the un-confusing “this one’s for this and that one’s for that” guide to this? Depending on what you do, one or the other opens up!
In one I can drag-drop to rearrange the menus, in other I can’t – and it now created a ‘menu 1″ which is different than the “default menu”!
I thought WordPress.com is supposed to be SIMPLE. But this has been baffling to me and makes the ease of use … uneasy!;-/The blog I need help with is: (visible only to logged in users)

PS – I also am looking for a great book or Website that offers tips/help to WordPress.com users – the latest ‘For Dummies’ book sure doesn’t cover this particular two-faced iteration and is about both .com and .org — any help on where to find good help beyond the forum is most appreciated!

So I guess they ARE straddling TWO DIFFERENT DASHBOARDS and HAVE FOR YEARS WHICH MAKES NO SENSE IN THE WORLD. Hell, from the NEW one clicking on your profile offers NO LINK TO THESE FORUMS! That’s INSANE. Agreed?

Just a note about the answer on the previous thread you linked to. WP eliminated the cookies function so we cannot choose to use the classic editor like we did when that thread was posted.

I made two blog posts on how to find and use the classic editor, and one to find and use the old Stats Page. Other bloggers have done the same thing. I don’t know of any books that would cover the so-called “new” dashboard/editor/stats for WP.com. There have been so many changes over the last year or so it would be difficult to write a handbook.
My suggestion is to bookmark the links to the pages that you use frequently.
