why, as the only admin, don't i have access to full settings (e.g. plugins)?

    I’m trying to add the hover ‘pin me’ button to my pictures in posts; however, I cannot access my plugins, despite being the owner/administrator/literal-only-person-that-has-a-password for my site, fifty two east. i’ve tried to solve this on my own using help pages etc. to no avail. it honestly should not be this difficult.

    I have this experience today..
    I can add plugin previously but not today at first I think it is because the theme I had chosen but after I change some other theme, I still can not add any plugin.
    Somebody help..
