Why can I not change my front page to a static page?

The front page (or home or ‘splash’ page – what you see when you first open our website) houses an infinite log of blog posts to our website. We would like to change this; we would prefer to have a STATIC front page.
We understand that in order to do this, we should be go to Settings > Reading > Front page displays (see this forum: https://wordpress.org/support/topic/change-home-page-2).
However, under ‘Settings,’ ‘Reading’ does not appear!
We only have Settings > Sharing and Settings > Polls, not Settings > Reading. So we don’t know how to access the correct admin option, in order to change our front page, so that we can have a static page.
Any ideas? Thank you!

There is no “we” when it comes to blog ownership so be clear on that please. Companies, organizations or groups of any kind do not own blogs. Every WordPress.COM blog has a sole owner and it is the person with the WordPress.COM username account who registered the blog under that username account and their associated email address, which is the unique identfier.

You have two choices on any blog
(1) All posts on the front page.
(2) A static front page and posts on a different page.By default the front page of your blog displays all published posts (not pages) in reverse chronological order, with the most recently published post on top. That is for the convenience of your returning visitors who will not be happy to have to click through an About page every time they visit your blog as they come to read your most recently published content. Creating that situation can make some visitors annoyed – so annoyed that they stop following your blog.
However, if you do not want all the posts to show on the front page, then you can create a static front page called for example “Welcome” for your site and a “Blog” page for all published posts (not pages) to display on in reverse chronological order, with the most recently published post on top.
To do that create two pages first http://en.support.wordpress.com/pages/
After you do that you go to > Settings > Reading and make the designation change for each of the two page and click “save changes”.

Hi there! Have you already created the static page that you would like to set as Home? Please see the steps in this WordPress.com support page on Setting a Home Page, since your blog is hosted on WordPress.com.
(The forum post you saw is for blogs that use WordPress for content management, but is hosted elsewhere.)

Here’s the problem: I followed the Setting a Home Page link that sarahcada posted. It told me to launch the Site Customizer, which I did.
At the Site Customizer site, I received this error message: “Sorry, you do not have enough permissions to customize this site.”
Any ideas why? Thanks again!

And re: one of timethief’s comments, when I go to https://safpsite.wordpress.com/wp-admin/options-reading.php I get the error message, “The page requested does not exist.”
Any ideas why? Thanks!

Your username here is linked to self hosted site with advertising in the sidebar that may lead our wordpress.COM bloggers to believe blogger initiated adverting is allowed on their wordpress.COM blogs when it isn’t. @shivanib: Hi! Your previous role on the site was Editor. As defined in our support page, your level of access was limited to:
… create, edit, publish, and delete any post or page (not just their own), as well as moderate comments and manage categories, tags, and links.
Administrators, on the other hand:
… has full power over the site and can do absolutely everything
Which includes access to the Settings > Reading page. ;)
I can see that you were recently assigned as Administrator. Are you able to access the page now and disable Infinite Scroll? Here’s the link.
