Why can I not see an "install themes" tab?

When I was going through the tutorial on ProPhoto of how to link them to my WordPress site, they said to download a zipped file off of their site and that I would be able to upload it on to this one. They said that if you go to Settings>Appearance>Themes there will be a tab that says “Install themes”. I do not see this tab anywhere. They even gave a photo example of where it should be and its simply not there. I asked a friend who has wordpress and she said the tab was there for her. I tried switching browsers and that didn’t work either. So frustrated!! Please help!

Please realize that there are different flavors of WordPress. If you are talking about a wp.COM blog, then there is not a way to install a theme that is not available from your dashboard. No themes from the internet!
wp.com blogs can use only these themes:
    dashboard—>appearance—>themes
    or from the themes showcase:
    http://theme.wordpress.com/

Here are details about the different kinds of wordpress:

    WordPress.com vs. WordPress.org
