Why can no one comment on my new blog posts even though I have it set so they can?

  My settings are correct in allowing people to comment on my new posts. I have chosen ‘Allow comments on new posts’ When it was brought to my attention though it was unchecked. I checked it, saved the new settings and still it’s not allowing comments.
