Why can’t all of us have a free CSS or custom domain name? :(

  Hmm, Hi I was wondering why cant we all have free CSS but have to pay for it? And also why do we have to pay for a .com domain? :( I would love to make my blog nicer and get a shorter domain name for my viewers to remember but since I am not allowed to run ads and I have to pay for the paid upgrades, thats no way I can get back the money I spent on paid upgrades : ( Anyone would be nice and helpful to answer my question? Thanks a lot!! : )
