  The business plan is the only way to add a custom theme or a theme purchased from somewhere else to your WordPress.com hosted website.

  With the premium plan, you can use any premium or free theme available at https://wordpress.com/themes/ page, while with the personal and the free plan you can use any free theme from the themes repository.
