Why cant I add plugins on .net

I recently bought wordpress.net domain and spent the $99buck. This was on Tuesday, its now allowing we to add plugins. Do I need to go to a .org?

Upgrading won’t change this. There are only eCommerce plugins available which are specified here https://en.support.wordpress.com/ecommerce/ when one has purchased a business upgrade. Other wise, blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins (passwords), features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes from 1 – 2 weeks for the refund to be received.
Provided you are logged in under the same username account that purchased the upgrade, and you are within the allowed time frame for refunds, you can cancel and request a refund from your dashboard > Store > My Upgrades. What Staff need to know is whether or not you wish to cancel the domain part of the Premium bundle. If you do there cancel it there is no guarantee that it will be made available again. If you do not cancel it then you can use it on another site by changing the name servers to point the domain outside of WordPress.com
