Why can't I add Plugins to my website?

I’m fairly new to this and I want to download the floating social media plugin so viewers can quickly link to my social media pages. However, I don’t seem to have the appropriate wp-content/plugins pages. I checked and it seems you can’t download plugins if you have a FREE wordpress.com page instead of a self-hosted wordpress.org page. However, I paid for wordpress.com page so it certainly wasn’t free. Can you help me figure out how to add plugins to my blog and what I might need to do to get there? Any help would be greatly appreciated! Thanks!

You can add social media buttons to your site using a Text widget and some HTML, as described here:
Add Social Media Buttons to Your Sidebar or FooterYour theme, Ever After, only has widgets in the footer. Most of our themes have a sidebar, though, so if you want to put them in the side, you might see if there’s a theme you like just as well that has a sidebar:

http://theme.wordpress.com/themes/misty-lake/As to plugins, the difference is in whether your site is hosted here at WordPress.com or whether it’s a WordPress site hosted with another provider. You can read more about the differences here:
