Every tutorial on building a “free” wordpress site walks you through picking a “theme” yet when you do you cannot install ANY themes- unless you have a business account. I am not ready for a business account.

Basically, the WordPress.com service can be used for free without having to pay a penny. And that includes a service to change the theme. Because WordPress.com has tons of themes that can be used for free.
But for certain services, such as Premium Themes, or using our own themes that we buy from the marketplace, for example, WordPress.com requires users to upgrade packages.
To be able to use premium themes, users must at least have a premium plan.
Meanwhile, to be able to use paid themes or upload their own themes, users must at least have a business plan.
So, if we only have a free package or a personal package, we can still use WordPress and can change themes. It’s just that the choice of themes is not as much as if you use the premium package.
