Why can't I buy a guided transfer to move from .com to .org?

  I want to move my blog from .com to .org – I wanted to purchase a guided transfer but it says it is unavailable. Why? I would really like to make this change sooner rather than later but it seems I can’t find a solution that doesn’t require me importing/exporting myself which I don’t want to do.
