Why can't I change my header image anymore?

I am trying to change the header image on my blog and the option used to be right above the background tab. The tab to change the header image has mysteriously vanished.
The blog I need help with is: (visible only to logged in users)

If this is still an issue for you please be sure you are running one of the browsers at http://browsehappy.com and you have cleared your browser cache and cookies. Then be sure you are logged in as Admin under the same username account that registered the blog and go to
Dashboard > Appearance > Header

Thank you for your response and advice. I tried everything you mentioned and there is still not an apparent tab. I took a screen shot to show how the tab is missing under the appearance section. Only when I follow the direct link you sent:
http://taoistmeditation.wordpress.com/wp-admin/themes.php?page=custom-header, does it take me to a page where I can change the header. The option is missing in the menu but if I type in this url it goes there.Here’s the screenshot so you can see how there is no option to change the header: file:///C:/Users/Cameron/Desktop/wordpress.png

It seems the utility to upload a Custom Header has moved into the Customizer.
