Why can’t I change order of things?

First of all, I LOVE my new Word Press website. Adding text and uploading photos is as easy as pie– a dream. BUT!!! I don’t understand why it won’t allow you to just change the order of photos, etc. by simply clicking and dragging! It’s so complicated that even my website developer said he couldn’t understand why this basic function isn’t built into the system. Is he wrong? Is there actually an easy method to change the order of photos (and posts, etc.) without having a degree in programming?? If anyone out there is listening, I could really use your help.
