Why can't I change the color of my blog title?

I want to change the color of my blog title and I read this:
Regardless of whether you have Custom Design, you may change the color of your header’s text to your liking. Your header is usually where your blog’s title and tagline are displayed; you may change these from the Customizer in the Site Title panel.
So I should be able to change the color of my blog’s title, but in my Customizer, I don’t seem to have that option. The only options I have under the Site Title panel is font and size. There is no option for color.
What can I do? Is it the theme I am using or is it a glitch?
Please let me know.Also, if I were to change my theme, would I lose my widgets and would anything else weird happen? I’ve thought about changing my theme but I’m afraid it might mess up my blog.
