Why can’t I change the permalink of my blog post now?

  I used to change the permalink using slug, why can’t I change it now? The ‘permalinks & slugs’ of the Page/ Post settings in the editor disappear. I can’t find the Permalinks setting in my dashboard’s ‘Settings ‘ menu either.
