Why can't I change the url on a jpeg so it links to a pdf instead?

I want to change the url on a jpeg so it opens the pdf article I have next to it, rather than the pic, and every time I try to do that, I get a notice WordPress is not responding because of a long-running script, with the option of ‘Stop Script’, but if I click that it does nothing. I have done it before on these pages, but yesterday and today it wouldn’t allow me to do so. Is something wrong with the site, or why won’t it save my changes? Many thanks

Thanks, I was trying to do it via the Media on the dashboard, and you can do it when your post is open on the picture itself, under edit.
Thanks to Panaghiotisadam for his reply elsewhere:
You upload the image, click File URL, insert it, then click on the image (in the visual editor), click on the edit button (mountain icon), click “Advanced Settings”, scroll down to “Target”, tick “Open link in a new window”, click Update, click Update Post.
Or, you upload the image, click File URL, insert it, then in the html editor add this to the image code (after href… etc… jpg, with a space before it):
