Why can't I customise even though I have a self hosted blog?

I have a self hosted blog but am unable to add advertising or plug ins. What am I doing wrong?
The blog I need help with is: (visible only to logged in users)

Hi Cindy, femme-fabulous.com is not hosted. It is still on WordPress.com, and what you have done is you purchased a Domain Registration upgrade as well as our Custom Design upgrade. Those upgrades extra functionality to your blog, but they don’t change our Terms of Service as relates to plugins or advertising.
We do have options for advertising, and you can find further details here: https://en.support.wordpress.com/advertising/
As for plugins, we don’t allow installing plugins on WordPress.com for security reasons. However, we have a bunch of pre-installed plugins for a multitude of features, so I might be able to point you in the right direction if you could let me know what it is you are looking for.

I’ve just purchased hosting with GoDaddy. Is there something else I have to do to make it self hosted?

It is not self-hosted until you actually move your blog over to your new host.
