Why can't I either renew my upgrade OR buy a new one?

upgrade and domain expired .. no “renewal” option, and store says I already own it .. Help before I loose it all!!

You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and got to > Store > My Upgrades to renew any upgrade.

Staff work through all forum threads tagged for their attention and through all email support tickets in order of datestamps and timestamps – first posted first served, as would be expected.
Don’t create duplicate threads and don’t bump your threads because it’s not in your best interest to post to them after they have been tagged for Staff help. When bloggers keep bumping any thread thinking they are going to get service from Staff more quickly they aren’t thinking straight because that moves the timestamps forward and it takes longer to get a response. The same is true if you email more than once the date moves forward and it takes longer to get help.

As per your advice:
The user who bought the upgrade no longer works here, and I cannot sign in under her name. We’ve taken her off as administrator, but that did not allow me to renew the upgrade before it expired. I thought I could wait it out and buy a new one, but now I cannot do that either; it shows that I already own it .. but also shows that it has expired. I can see the blog, and am logged in.I really just want to renew the upgrade and domain registration, is that possible now?
