Why can't I find Editor in the Appearance menu?

I’m being asked to locate the “Editor” function on the “Appearance” menu. There are nine items on the appearance menu, none of which are “Editor.” Help?

The Editor menu is only available on self-hosted WordPress sites.
What are you trying to do through the editor?

If by self-hosted you mean paying $99 and eliminating “dot-wordpress” from the URL in favor of a URL I own, I have done that. If not, can you explain?
I am trying to install a header from an outdoor blogging community I just joined.

Sorry for being unclear. A self-hosted WordPress site involves purchasing hosting from another company and maintaining the WordPress software, which you can download and install from WordPress.org.
Any site you have here at WordPress.com is a WordPress.com site and has the same upload/installation restrictions, no matter what upgrades you purchase.
Here’s a little bit more information about the different between WordPress.com and WordPress.org:
As for the header, if your new header is an image, you can upload that through the dashboard at Appearance > Header, or through the Customizer under the Header panel.
