why can't I find 'Settings-General' or 'Appearance' in 2011 dashboard?

  I am a contributor in this new group blog. The theme is Twenty Eleven. I have tried to change the appearance of the blog and also want to see how other Themes look on it. However, there are no options in the Dashboard for ‘Appearance’ or for ‘Settings-General’.
  Can anyone explain this please?

  You’re just listed as a Contributor on this blog, so you don’t have full access to the settings. You’ll need to be an Administrator for that.

  Can the administrator designate a second administrator?

  Yes, the administrator can designate as many administrators as necessary.
