why can't I find the appearance theme editor button?

Hi,
I am building a website with the Dara theme and need to readjust the size of my featured banner image. so part of it isn’t chopped off. I have found sources that tell me I need to use the editor under the appearance button, but I don’t have that button on my account. Should that be installed somehow?The blog I need help with is: (visible only to logged in users)

Provided you have purchased either a Business Plan or Premium plan you can edit the CSS. https://wordpress.com/pricing/ But do read Note 2 below.
Note 1: If you have the required upgrade you can use this link https://en.forums.wordpress.com/forum/css-customization#postform so you can create a thread that will appear in the CSS Forum where you will get the help you need with CSS editing.
Note 2: You can also post there prior to purchasing an upgrade to get an answer to whether or not what you want to do can be accomplished via CSS editing.

Thanks for the reply. My question is actually not about the CCS, but about editing the theme.
It is usually supposed to be a sub-button on the “appearance” tab and right under the “Edit CCS” button or in some cases the “background” button. I can’t find it on my WP admin.

We cannot edit the templates underlying our themes as this is a multi-user platform and all sites using the same theme use the same underlying template which only Staff can edit and which, of course, impacts all sites wearing the same theme.
