It looks like you’re using the Dynamic News theme. Adding your own content to the theme is part of the setup process at WordPress.

Dynamic News is the only premium theme you have purchased and that is currently active on themonroviatimes.wordpress.com. Is this the theme you are referring to?
why do i need to start from scratch?
There is no need to start from scratch. If you switched to Dynamic News from another theme, the content will still be there but you may need to set up the widget areas and menus again as the location can vary for each theme:
