Why can't I migrate my subscribers from my blog to my self hosted site?

I am trying to help a friend migrate subscribers from a WordPress blog to a self-hosted WordPress website and it’s telling her that only the blog owner can do that…which doesn’t make any sense at all since it was the owner attempting the migration.
The blog I need help with is: (visible only to logged in users)

A couple things to look into.
Is the account the actual blog OWNER? Or is it just an admin on the site? Lots of people inadvertantly end up with a second WordPress.com user account.
Is jetpack connected to the same account that owns the site you are trying to transfer followers from?

Ok, the owner of this site – https://saywolfe.wordpress.com – needs to go to this page:
https://wordpress.com/manage/111367029
Then click the “Migrate” button there. We can also do it for you at this end but I need the request to come from the owner of https://saywolfe.wordpress.com.

Done! It turns out there was a bug. Sorry about that! I’ve fixed it now and have transferred the subscribers but if you need to do it again you’ll be able to do so from now on.
