Why can’t I scroll on draft posts in Mac

When I am writing draft posts and I attempt to scroll up and down with the keyboard. The cursor won’t move beyond any of the text that displays on the screen either up or down.
I have to press enter on a line to scroll and sometimes I have to save the draft, navigate away from the post then navigate back to the draft to continue editing. This only occurring in Safari Browser on Mac.WP.com: Yes

Hey, thanks for the report. I’m able to replicate the issue intermittently in Safari 15.5. as well as Chrome current — but then the problem goes away at some point and I can scroll down. Also, I found my page down buttons work, but that could also be because the issue is intermittent for me.
Are you seeing the same thing?
I’m filing a bug report regardless, but any more context you can provide could be helpful.

Yes, the issue is intermittent but so bad that I have 21 edits to one post in an hour simply from saving exiting and re-entering the post every time I was unable to scroll

( i )icon near at the top of your editor. -
Yes, It also happens when I try to use the page up, page down functions on my keyboard. Also the scroll bar appears but when I attempt to hover over it, it disappears so I am unable to use it.
the word count on the post is 239 words but the lines are quite short so there 49 paragraphs in total. I am writing another post again today and the problem is the same no matter the length of the post, but as soon is there is more than 1 screen full of content the issue occurs in each post I make.
