Why can't I see a new user in the All Users list?

I sent a new yser invitation to an email address to set up a login account to view my blog. The email recipient accepted the invitation, set up login credentials, activated the user account, and has logged in and out of the site. Now I want to invite the user to the editor role, but the user account does not show up in the blog’s list of all user accounts. Can you help me?
My blog (chogupdate.wordpress.com) is a private blog, and includes the paid upgrade bundle which was purchased at signup.
I listed this question in the Support Forum yesterday, but did not receive any responses. I am under time pressure to get this issue resolved. Perhaps you can help me. Thank you very much for any assistance you can offer.

Are you referring to chogministries? If so, that user was invited as just a viewer of the private blog.
You’ll need to re-invite that user as an editor.

Thank you for the assist, macmanx. If I understand correctly then, users who have the viewer role do not appear in the All Users list. Only users who have accepted a role invitation higher than viewer will appear in the All Users list. Does that apply to all WordPress.com blogs or only to private blogs?

That is correct, Viewers aren’t actually users, they’re just folks with permission to view the blog. They’re listed at Settings -> Reading in your blog’s Dashboard.
This is true of all WordPress.com blogs, but the Viewer designation is really only necessary for Private blogs.
