why can't I see my pages to create a menu?

You’ve answered your question:
“I have published them, but they are private”.
Pages aren’t available if they are private.
And there’s no point making your pages private when you’ve set the whole blog to private. -
On a private blog a private page still appears in the regular top menu. But my understanding is the OP is talking about a custom top menu. The Pages module in Appearance > Menus doesn’t include private pages.

What if you add them as “blank” public pages and then make them private and add the content? I don’t know if this would work, its just an idea.

@tandava108: Your idea is correct but unnecessary. Since the whole blog is private, there’s no need for other tricks.

Thank you – I think this is working. It shows I have 3 pages, although I have one more with content that I left as private. I’m not quite sure why the content doesn’t show when I try to preview the two pages that I’ve made public.
