Why can't I see the plugin button on my administrative screen?

The plugin button seems to be missing from my administrative screen on the left sidebar. I’m not able to access it.

We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.
