Why can't I transfer my premium theme?

I’m attempting to transfer a premium theme that I purchased a few years ago to a new blog. I’m trying to follow the instructions given at http://en.support.wordpress.com/themes/premium-themes/ but it appears that the “Transfer to another site” link is not available in my case. Am I missing something?

If you want I can do this for you. What’s the name of your premium theme and the address of your new blog.

I’d like to apply the Linen theme to my cisrey.wordpress.com blog. It’d be nice if this can be done—though it’d be even nicer if the option of toggling between purchased themes were still available to me.
I’m curious to know what’s preventing the option from appearing.

It seems you had one blog attached to your account, that’s probably why you weren’t able to move the upgrade. I also see that ciscorey.wordpress.com has been deleted.
I’ve just moved the upgrade to your new blog.
