Why can't I upgrade to the £15 per year plan and changing my blog name

I have been using the free WordPress plan for 2 years and I wanted to upgrade the ‘.com’ site only to find that I have to pay £85 per year to do that. Am I doing something wrong because a friend was able to make her site and pay £15 per year. Also, I wanted to upgrade and change the name of my blog but it says the name that I want is not available. I searched for the name that I wanted online to see whether it was taken and it is no where t be found. I don’t understand why I can’t have the domain name I want if someone else hasn’t taken it. Does anyone know what I should do?

According to staff, that option is no longer available for $18 (or £15) . It’s only available as part of the Premium (or Business) plan:

I have searched for the domain name several times and it doesn’t appear anywhere on the internet which means that whoever has claimed it is not even using it. I don’t see why individuals should be allowed to keep domain names for years and not use it. It is unfair to others that actually want to use it.
