Why can't I upload a template?

I have a code for a template. It came from http://shabbyblogs.com/ . It gives these instructions to set up one of their templates:
WordPress Install Note: For best results, use a theme with an editable background, and that no image or color is selected.
In your dashboard, navigate to appearance > editor.
In the sidebar nav (Templates) find the header file (usually named “header.php”), and select it.
Search (cmd + f or ctrl + f) for this:Replace it with the code below.
Click “Update File”.

However, I can’t find the ‘Editor’ under appearance. This has worked for others, and I’d like it to work for me too.

The install information is for a WordPress.ORG site, or a different host like Blogger. Your site is with WordPress.COM. There is no way to install third party themes or templates here. The only themes available for WordPress.COM are found in this directory:
http://en.wordpress.com/themes/
It may help to read about the difference between a .COM site and a .ORG site. They are completely different and separate platforms.

There will be costs involved for hosting and purchasing a domain name. Once you have that in place, and… here I’m a little iffy… once you install Jetpack, you can have .COM staff transfer your subscribers to your new site.
