Why Can’t I Upload A Theme?

Hi, I’m building a website for a client. I have had previous Free plan WordPress accounts where I’ve been able to upload custom themes. Is it required that my client have a custom domain name to be able to upload a theme?

At WordPress.com, you need a Business plan or eCommerce plan to be able to upload a theme.
It appears you might have used self-hosted WordPress.org in the past to upload custom themes.
WordPress.com is a cloud-based platform where WordPress sites are managed, whereas WordPress.org is stand-alone software that you can download and self-host with any other hosting.

It has never been possible to upload custom themes on a free site hosted on WordPress.com. We introduced this option for the first time in 2017, and it has always required the Business Plan or higher.
