why can't I upload any pictures to my blog

  I choose pictures to upload and the measuring % bar stays at 0%

  I can not upload any pictures mine or others.

  The blog I need help with is: (visible only to logged in users)

  I can not up-load any pictures to my blog.
  I tried mine and others and nothing.

  The % bar shows 0% and it does not change at all.
