  why can’t show add new theme my blog.please help me.

  Try: WP admin> dashboard>Appearance> Themes

  Make sure you’re signed into your site, then hover beneath your site name on left, to get the WP ADMIN, and Dashboard…them go down to appearance>themes

  Your blog is against the terms of service.

  You cannot add external themes to a WordPress.com blog. They are only for WordPress.org blogs.
