Why could I not receive email notification when I publish new post?

Hello Sir/Madam :-),
Recently I suddenly found that I can’t receive an Email Notification when I publish a new post on my WordPress blog site, because I once followed my blog and somebody’s (of course I’ve missed out reading much more new blog note(s) of my friends in the middle of last month).
Unfortunately I wrote a new post on my blog meanwhile finished publishing and I don’t receive an Email Push Notification on Dec 31, 2019, I remembered which is normal in the beginning of December of last year.
Does WordPress do some updating or … now?

Our logs show we did send you an email for the last post published on your site, https://quanwenzhao.wordpress.com/2019/12/31/real-execution-plan-of-querying-count-table/.
If you didn’t receive that email, then it might have been filtered on your email provider’s end. But we definitely sent an email for that post.
Please check your email spam folder, and any other filters you might have set up in your inbox.

Afterwards receiving your this reply above, I’ve checked my email again. Actually I’ve never found that email notification (also) in spam folder of my email account.
But a moment ago I rececive a similar email notification which is because I changed something on my page “About Me” of my blog. This is a behaviour of “page changed”.
It’s so odd.

If you did not receive the email for the December 31 post, please contact your email provider directly to ask if they might have blocked it before it reached your inbox. But according to our logs, their email servers accepted the email after we’d sent it.
