Why did WP keep $20 from my $99 refund?

I signed up for the $99 Premium Bundle with the advertised promise that I would receive direct email support. I did not receive direct email support for important questions, the only reason for purchasing the bundle, over a 2-3 days in which I purchased the bundle.
I see no reason for retaining $20 for services not rendered and features not accessible.

I’m sorry about that! You should have received a full refund when you cancelled WordPress.com Premium. I’m not sure why that $20 was not refunded right away; I just issued a refund for that remaining $20.
Please let me know if you have any further questions or concerns about that.
