Why do I can't Enable and Disable Comments?

  I’d like to enable & disable comments for posts and page on my blog but I can’t do that. I’ve already followed the suggestion from this link “http://en.support.wordpress.com/enable-disable-comments/” but it doesn’t help. Could you please verify if there is any mistake on my account or not?
