Why do I get “our site cannot participate in the WordAds program”?

I have upgraded to the Premium plan but I still get “Your site cannot participate in the WordAds program” after upgrading to Premium? Why is that?

My site sccmpeek.com complies with the first 3 conditions and the last one you listed below and I have also a paypal account.
1 – It should be set to public.
2 – You need a Premium plan or higher.
3 – Your site must have a registered domain set as the primary domain (e.g., yourgroovydomain.com instead of yourgroovysite.wordpress.com).
4 – You need a free PayPal account to receive earnings.
5 – The site should not be marked as mature.
